"He [author] really only establishes that Iran chose a path to nuclear energy which would provide them with the CAPABILITY of changing over to a bomb program IF they decided to do so. This is essentially what Arnold Evans has argued - that Iran is developing a nuclear weapons CAPABILITY on a par with that of Japan or other nations who have nuclear energy but not a nuclear weapons program. Not quite the same thing as having a nuclear weapons program. It might have made sense for Iran to have a weapons program when Iraq did, but since Iraq no longer has one, Iran doesn't really need one. Israel is a sufficient reason as well, but there Iran knows that it will never match the arsenal Israel has. Therefore at most Iran would need only one deliverable bomb in order to take regime change off the table. And since its program is under such tight examination now, it has probably decided that it would be better off not having a bomb and relying on its asymmetrical retaliatory capability".Response:
Why does Iran need to match Israeli nuclear arsenal? These are not bullets or missiles. One would be sufficient for deterrence and attack.
With no "Human Intelligence" on the ground, the American Intelligence (a pun) might as well look into a crystal ball. Who exposed Arak after 8 years of construction? American satellites? Israeli Intelligence? No, Iranian opposition in Paris.
Who knows where the secret nuclear establishments are in Iran? Nobody but the Iranians, no matter what "tight examination" you throw at them.
The political positioning of Iran, strategically, does not preclude, but rather dictates, nuclear deterrence.
